Grant Overview
The People First Modernization Department and Maintenance staff are responsible for overseeing daily and routine maintenance as well as completing capital improvement projects. Through funding provided by the New York State Energy Research & Development Authority and M&T bank, People First has completed the installation of 8.2 million dollars in new energy conservation and capital improvements. People First has received $4,572,043 in both competitive and formula ARRA funds to install energy improvements and modernize public housing units. All ARRA funds will be expended by the September 2012 deadline. Improvements included heating/hot water upgrades, boiler replacement, window replacement, and installation of new entry doors.
In 2011-2012, renovations financed by the Public Housing Capital Fund included the following activities: construction of storage garages at Gillmore Village, N.D. Peters, and Humphrey Gardens and installation of energy efficient toilets. A major renovation program is underway at the Chancellor Apartments which will install new kitchens, entry doors, security cameras, and lighting.
It is People First’s goal that staff of the Maintenance Department demonstrates a superior level of pride and expertise in their work. The usual program of routine and non-routine repairs by our Maintenance staff continued in 2011. These activities include lawn care, snow removal, general cleaning of buildings and grounds, unit repairs, floor and window coverings, screen door replacement, and painting. The Maintenance staff is responsible for routine and non-routine repairs, emergency repairs, and vacancy preparation for 999 housing units owned and operated by People First. Maintenance received and prepared over 150 units for occupancy, and completed 3,210 emergency and routine work orders for dwelling repairs.
People First has become EPA lead renovation certified firms. People First is continuing to make available training to staff to ensure that employees meet HUD and EPA lead hazard control work practices standards.
