5 Year Agency Plan

Federal law and U.S. Department of Housing and Urban Development regulations require that the People First develop, with input from public housing residents, Housing Choice Voucher holders, elected officials, and the general public, a plan setting forth its major initiatives and goals for the coming fiscal year.

Our Annual Planning process is coordinated with the City of Utica, Oneida County Department of Health and Planning, Continuum of Care, and other human service and planning agencies. In addition, People First makes special efforts to ensure that our Annual Plan is consistent with the City of Utica Master Plan.
